COVID-19 has changed the criminal legal system
During the pandemic, the criminal legal system has operated completely differently than it normally does. We have indicated this by marking areas during the pandemic in red. The changes that can be observed on our dashboard include: 1) isolation, closed schools, and the loss of community programming has led to an increase in serious violent crime, 2) police have made fewer arrests overall (in particular for minor offenses), 3) court policies and other restrictions meant to keep people safe have also disrupted or delayed court hearings and led to a significant increase in open cases forced dismissals and withdrawals. A case outcome refers to how the case is resolved in court. Case outcomes include Dismissal or Withdrawal, Diversion, a Guilty verdict, a Guilty plea, or an Acquittal (Not Guilty verdict). Except in the case of Acquittal, any outcome is subject to change through Refile, Reconsideration, or Appeal.

The courts have processed very few cases during the COVID-19 pandemic. Cases that were completed during the pandemic were more likely than prior years to be withdrawals and dismissals because those types of outcomes could be easily processed without a court appearance. Many cases that require a court appearance are still pending.
The COVID-19 pandemic changed the way diversion programs operate, and changed the way case information and program outcomes are recorded. Diversion rates displayed below are likely an undercounting of the cases that are being resolved via alternatives to prosecution and incarceration, and cannot be validated at this time.
